Why is it that whenever I put an electrical appliance out for the hard rubbish collection,someone cuts off and takes the power cord?

They take the cord to strip and remove the copper.
The same thing had me curious so I asked a guy who was doing it.

Why is it every time I was my car I find new scratches, chips and scuff marks. Not happy.
