They both deserve to miss a game imo. Both were low acts but I think an elbow in the back of the head is slightly lower.

Yeah, it wasn't unexpected. Hayne gave Slater a headbutt (though, a pretty weak one but should be enough for a week) and that was the next time Hayne touched the ball.
