Default heavy throttle?

ok the ed im looking at purchasing has an extremely heavy throttle, what could be the cause of this?? how much to fix each cause?
if anyone can help that would be good.

ive been told that it is the throttle cable ould be old, is this correct?

yes. Feel around the throttle body and push the butterfly actuator manually. If it has no restriction, then you know it's the cable. I'd also check around the top of the pedal for loose carpet, underlay etc, check that nothing there is binding too. Good Luck
