personally, I believe that anyone traveling more than 10% below the posted speed limit should have to stay in the left lane unless overtaking.
Regardless of the posted speed limit, and regardless of the reason that they are traveling below the speed limit.

I also believe that heavy vehicles should have to remain in the left lane unless overtaking at all speed limits.

That's already the law (though not often observed). It's single lane roads that are the issue discussed above.

Sorry, no it is not (in NSW).
Keep left is only for above 80k speed limits.

Yes of course. But I thought we were talking about faster/country roads. It's not a big issue (though sometimes frustrating) if someone in front is moving a bit under the speed limit of 50 or 60 on an urban road.
