I have read/heard just a few days ago that a tax or levy the oil companies that drill pay has increased 2-3 fold due to this incident. As long as we rely on oil for our modern existance these sorts of acidents wil always happen.

No doubt there will be many more theories put about, but I think the one that will hold most weight will be that we probably really don't understand the consequences of opening up holes in the earths crust to find out what lies below.We probably should have guessed ,with thousands of years of knowledge of what happens when a volcano erupts.... can't recall anyone ever able to plug one of them or control the results.
What has come out of this pretty quickly is a ban (or at least a halt) on further deep water exploration, and a pledge from Obama to get serious about the search for "cleaner" or more sustainable alternatives.
Before I get accused of being a Prius driving eco hippy,I work in an oil refinery, and still want a healthy supply of octane to run a V-8 for a few more years yet.

Believe me the guys working on stopping this are doing everything humanly possible, unfortunately it's not just a case of turning of a valve....

Because the drill rig was drilling at the time of the explosion, it had the drill casing going into the sea bed with the drill string running through it, under normal circumstances to cap it down there you need to remove the drill string first. When this exploded and burst into flames there was no time to do anything but evac the rig to prevent further loss of life, then when it sank it destroyed the well head, try drilling something with your drill, stop the drill with the drill bit still in the hole then yank the drill to one side snapping the bit, a bit simplistic but that is roughly what happened....

Guidelines...??? of course there's guidelines, as there are guidelines to stop airliners from crashing.....
