Oh course, we have to keep in mind that LAPD are doing this to STREET RACERS, people who are already doing many times the legal limit, often with spectators around, endangering many lives anway. Scenes not much different to that drag race video posted last week can happen.
These people are doing the things you state whether they have been pulled over or not.
