Yes (California Air Reasearch Board) (Kevino) CARB's influence over the federal gov there was a bit of a sore point. I have a feeling CA going to become hungry, cold and stranded by the other lower 47 states trucking companies banning them from produce. I'm on several US based collector truck forums and they all say the same thing.

Gliders are (were) a new manufactured truck, without the rear drives, gearbox and engine.
Basically a new painted cab fitted out inside sitting on front suspension and chassis rails. It was a normal thing back from the 60's for trucking co's to buy several "Gliders" and store them on the back lots until they needed a replacement truck.
The company could inhouse rebulld the engine and trans and fit the whole drivetrain to the new chassis.
