Depends if you are fully vaccinated if more than 2 adults.
Yes.. You and one other person from another household can have a picnic outdoors, whether you are fully vaccinated or not.
No... If your picnic or outdoor gathering is more than 2 adults, (up to 5 adults allowed) then ALL adults need to be fully vaccinated.
