best to do is to call a couple of shops. an engine rebuild with a balanced crank forged rods and forged pistons will be big dollars as the rods and pistons will probably have to be custom made. a member with a turbocharged falcon paid 2400 for a set of 6 custom rods. for the bottom end id say leave at least 5-7k thats assembled with custom rods and pistons, balanced etc. the bottom end only accounts for reliabilty no power is to be had here.
for the top half to get some decent performance youll need to port the head and may need bigger valves. you also may need a custom short runner, large plenum intake manifold with a bigger throttle body stuck to it. if the fez is fly by wire a large throttle body wont be cheap if its cable driven you should be able to source an xf throttle body. for head work intake manifold and throttle body i would leave about ~1800

the turbo itself should be able to be had for under 1000 (~t3 size) and a custom exhaust manifold will have to be made up leave $500 for the manifold. Leave $500 clear for a wastegate if the turbo you get isnt internally gated.

A decent intercooler can be had for about $500 and custom pipe work may cost upwards of $500. add $100 for a pod filter, and $300 for a bov

Stainless mandrell bent exhaust turbo back ~1200
add a fuel pump (300 odd) adjustable reg (150-300) injectors (about 450) and maybe even bigger fuel lines
Standalone ecu with a custom tune ($2500+)
This setup would be the ducks guts though and would probably be capable of handling 20psi and would blow away your 130kw goal

for a cheap easy setup a bolt on turbo would do fine as long as you dont go too happy on boost. this will rely on how strong the standard internals are and the standard compression of the motor.
factor in gearbox work too becuase i dont like the chances of a stok box and cvs handling it.
