Can somebody actually explain what is going here???? Surely the spanner is some sort of packer (although I just cannot see its purpose) as there is no way it is being used as a brake pad because it is resting on the dust sheild.

Might be because there is no rotor, and they needed something to pack the caliper so the pistons dont go out too far when the brake is applied.
