I'm sorry to here that your brother had hit some one, don't know if he was killed or not. but life is one of those things, 5 seconds either way and it would not have happened, BUT as I have said, it was 11.30 at night, no one around (except for the cops) and 4 lanes wide, now IF there were other people around and cars I would have been doing the suggested speed limit of around 60, I say around 60 as the traffic flow may go faster or slower then 60.
